3.4 Summary Development of medical strategies that prevent or decrease
radiation-induced late health effects is critical to the US military.
Radiation exposure is an ongoing threat to military personnel in an
occupational (nuclear re-actors, depleted uranium) or warfare (nuclear
weapons) scenario. Our work developing and testing non-toxic medical
countermeasures like PA and EGCG to radiation-induced cancer will help to
identify potential pro-phylaxis that would provide assistance to the medical

The standard that DND has up-held in the U.S. of A appears to be Dr. Melissa
McDiarmid - Baltimore Embedded shrapnel investigation - however, December
2005 RAC-GWV1-Meeting-Minutes, Page 14 of 277 " stated that Dr. McDiarmid
may be assuming that because individuals with DU shrapnel did not exhibit
measurable health effects, inhalation exposure would be expected to have
even less health risk. Dr. Meggs stated it would be interesting to follow
and individual with a high-dose inhalation exposure". Dr. O'Callaghan
commented that in terms of metal neurotoxicity, findings such as Dr.
Barber's that demonstrated that DU was retained in the brain and exhibited
dose response effects were impressive. As studies indicated, there was a
greater accumulation in the hippocampus and striatum. Stated that
predictions might be learning and memory deficits, along with motor and
cognitive effects. Personal summation: Depleted Uranium is found to be as
toxic as first thought, perhaps more so. The heavy metal aspects are as much
a concern as the radiation effects. Research and papers present through
individual, Military and NATO, as well as the Italian Commissioned DU report
have raised the concern to the international level.

In February 2000, DND announced their DU testing program with VAC - however
Health Physics March 2000 - Ed Ough et all announced, unable to determine
any isotopic level of depleted uranium due to methodology and equipment.
However, the general public was told "rest easy no DU located". These
specific Test Instructions carried Terry's name and continued to do so until
very recently. These tests were a complete and total failure. Of the 227-300
Veterans tested, no one was informed that the testing was not successful and
that such a failure existed. As late as April 21, 2006 Mr. Jack Stagg
referred a Veteran to the Lab in Ontario as the "gold standard" in uranium
testing. Yet the recent paper published by RMC, Ed Ough et all, May 2006
stated there are still concerns in the synthetic urine testing despite the
six year span in this testing. These tests are approximately $800.00 each -
they are unable to detect depleted uranium, making results flawed and
imposing a moral issue on top of fiscal waste - those whom have been
informed "rest easy" in regards to depleted uranium have in fact been told a
indirect lie. There was no DU detected - as the Lab were incapable of
detecting any due to method and equipment incompatibility, and we will bill
the tax payers royally too! One account read stated One Million Canadian
dollars in misplaced funding for these substandard tests. The independent
read on these tests was not independent - it was Dr. Ed Ough at RMC.

Nanopathology toxicology is available on Terry Riordon [heavy metal aspect of
depleted uranium] however the Government is not interested in meeting
regarding this information. I have also been through the same testing at the
Department of Neurosciences, University of Modena & Reggio Emilia.
Remarkable a comment in the report states "compound not found in nature".
Radiation and heavy metal being the two health concerns with DU and has been
studied and noted from Base Eglin Florida since the early 1970's.

Depleted Uranium, now well used, and still silent within DND is a reality
that we will have to face. Afghanistan is considered "hot" in more ways that
one. Also, the United States had moved this DU concern to Homeland Security
as well as the modern battlefield in seeking treatment in civilians and
Military. The comment from VAC May 12, 2006 - Jamie Daoust "having tested
positive for depleted uranium is not so much what we are interested in. What
we are interested in is establishing that there is a disability and making
sure we can connect this disability to the Veterans service" she said.
DND/VAC/RMC are incapable of testing accurately and properly for this
exposure. This is in regard to an interview by Ingrid Deon of the Chronicle
Herald, reference a Veteran whom had independent testing and was referred to
VAC's "gold standard" testing - ignoring the fact it is sub-standard. The
double speak is wrong, morally and fiscally. As taxpayers we have spent vast
amount on word play results.

This is sent for your information and has been addressed by myself to
Government and covered Homeland Security aspects as well as Fiscal and moral
areas. In using Terry's name, it became my responsibility to follow this
process though. I am appalled at what our Government has allowed to happen
to Veterans & Family Members as well as the vast risk to serving Members.
